Measure I directs the city to pursue the Davis Woodland Surface Water
Project to bring Sacramento River water to Davis and Woodland. This
project is too big, too expensive and not necessary. According to the City Attorney's Impartial Analysis, Davis's share of the
cost would be roughly $120 million and with debt service, cost could
reach ~$350 million. Under the currently proposed project,
single-family water bills would more than triple by 2018, giving Davis
among the most expensive water statewide.
The project is not necessary. No emergency exists, either for
additional water or for regulatory reasons. We do not need river water
to meet discharge requirements. With the addition of deep aquifer wells
to our system in recent years, our water quality has improved
significantly and we meet all current and projected water quality
standards. And State Department of Water Resources studies show that we
are in no danger of over drafting our aquifers.
Measure I gives the city a blank check. Measure I gives no project
specifics, ultimate costs or rates. What are we voting on? If Measure I
passes, this amounts to giving the city a virtual blank check with no
way to hold them accountable.
There are valid alternatives. With the rush to get this to the ballot
in March, viable alternatives were given little consideration. We must
defeat Measure I and give our community time to develop a better, more
reasonable and affordable approach.
